You need to do the following things:
- Reach the level of INHERITOR (20,000,000cR!)
- Buy the pilot helmet (Commander, 90,000 cR)
- Unlock every base helmet to unlock the 'haunted' varient
- Most likely, you do NOT need the Halo Waypoint helmets to unlock Haunted.
